Dre Dog and Cellski gettin better? Whaaaaaaaaaaaaaat?! Both beats and flows were WAY better back then.
Off the top of my head, the first rapper who's gotten better that comes to mind is AP.9. He used to just yell, now he sounds a lot better. I think I-Rocc has gotten a little better. To me Killa Keise sounded better before he died than his older stuff (especially Yellow Tape Zone). Killa Tay sounded really good from the early 2000's to around 2006. I don't like his newer stuff that much, and Mr. Mafioso was too much screaming (though it did have some very good songs). I think Marvaless has improved (but her beats are worse now). Monsta Ganjah has improved, you don't hear him gasping for air on his newer shit like he did on his older shit (though that may have more to do with the improved mastering and editing). And, I also think Young Bleed sounds a bit better now than he did before.
As for who has gotten worse, that's easy. Almost everyone else, especially those who were around in the 80's/90's.
